Epifanio (Epi) Elizondo, PhD, PA-C

As Regional Health Administrator (RHA) in Region VI, RADM Elizondo serves as senior federal public health official and scientist in the region. He performs essential functions for the Department of Health and Human Services (HHS) in three major areas: prevention, public health preparedness, and agency-wide coordination.

RADM Elizondo is an active duty officer in the U.S. Public Health Service and serves as Chief Professional Officer for the Health Services Category.

He is widely experienced in public health and emergency preparedness. He served as the Secretary’s liaison for evacuees during the Hurricane Katrina response and as the Secretary’s Emergency Response Team leader (now the Incident Response Command Team) during the response to Hurricanes Katrina and Rita. He also served as the first Commander of Rapid Deployment Force Team IV.

RADM Elizondo served as the Chief Physician Assistant for the Federal Bureau of Prisons, where he advised the medical director, on health practice issues pertinent to mid-level providers nationally. Prior to his appointment as RHA in Region VI, RADM Elizondo served as Deputy RHA and Regional Minority Health Consultant.

RADM Elizondo holds a Doctor of Philosophy degree from Kansas State University, Master degrees from Wichita State University and the University of Nebraska and Bachelor degrees from Wichita State University and the University of Washington.
